ELDT.Courses is a registered FMCSA-Approved Entry-Level Driver Training (ELDT) Provider, listed on the federal Training Provider Registry (TPR). This page explains exactly what our training does and does not include, and how we meet our FMCSA obligations.

What ELDT Is

The Federal Motor Carrier Safety Administration (FMCSA) requires Entry-Level Driver Training for individuals seeking to:

  • Obtain a Class A or Class B CDL for the first time.
  • Upgrade from a Class B CDL to a Class A CDL.
  • Obtain a hazardous materials (H), passenger (P), or school bus (S) endorsement for the first time.

The ELDT requirement took effect February 7, 2022. Since that date, federal law requires that ELDT theory training be completed through a provider listed on the TPR before you can take the CDL knowledge test or endorsement test at your state's licensing agency.

What Our Courses Include

Our courses provide the theory portion of ELDT training, fully aligned with FMCSA Subject Areas as required by 49 CFR Part 380. Each course includes:

  • Required theory subject coverage (varies by course).
  • Self-paced video and written instruction.
  • Knowledge checks and quizzes throughout.
  • A final assessment requiring a passing score of 80% or higher.
  • Unlimited reviews of course content during your access period.
  • Free refresher access to course materials at any time after completion.
  • FMCSA-required completion reporting to the TPR.

What Our Courses Do NOT Include

It's important to understand what ELDT theory training does and does not provide:

  • Behind-the-Wheel (BTW) Training. FMCSA requires BTW training in addition to theory training. BTW must be completed in person with a separate FMCSA-registered BTW provider in a vehicle. Our courses do not satisfy the BTW requirement.
  • State CDL Knowledge Test. After completing theory training, you must still pass your state's CDL knowledge test at a licensing agency.
  • State CDL Skills Test. You must also pass your state's vehicle inspection, basic vehicle control, and on-road driving tests.
  • Commercial Driver's License Issuance. Only your state's licensing agency can issue your CDL. We do not.
  • State-specific requirements. Your state may have additional training, fee, or testing requirements beyond federal ELDT. You are responsible for understanding your state's rules.

How Completion Reporting Works

When you successfully complete a course (passing all assessments at 80% or higher), we automatically report your training completion to the FMCSA Training Provider Registry. This typically happens within 1 business day of course completion.

Once reported, your completion record is available to your state's licensing agency, which is required to verify your ELDT completion via the TPR before allowing you to take the relevant CDL knowledge test or endorsement test.

Course Completion Requirements

To receive an ELDT completion certificate and have your training reported to the TPR, you must:

  1. Be at least 18 years old (21+ for interstate driving).
  2. Hold a valid Commercial Learner's Permit (CLP) where required for the training type.
  3. Complete all required theory subject areas in your enrolled course.
  4. Pass the final assessment with a score of 80% or higher.
  5. Complete the course in good faith — sharing logins or having someone else complete training on your behalf is fraud and will result in revocation of your training record.

Recordkeeping

As required by 49 CFR Part 380, we retain training records for each student, including:

  • Student identification and contact information.
  • Course content delivered.
  • Date(s) of training and completion.
  • Assessment scores.
  • Instructor information (where applicable).

These records are retained for the period required by federal regulation and may be subject to FMCSA inspection.

Refresher Access

Once you complete a course at ELDT.Courses, you retain free access to that course's materials for refresher review at any time. This is provided as a goodwill benefit and is not required by FMCSA.

  • That you will obtain a CDL or endorsement.
